Here's the smart way to find out about Legal Services for Senior Citizens. This message lists eleven (11) legal service agencies that help senior citizens with government benefits, estate planning, will drafting, and planning for long-term care or incapacity. The 11 agencies are listed in alphabetical order.

Unless otherwise indicated, to qualify for these services, clients must meet low-income guidelines and reside in Los Angeles County. Although some of the services are generally at a reduced rate or free, some may charge regular fees for clients who do not meet low-income guidelines. It is important to call these agencies first; many do not accept walk-in clients.

Agency #1. Bet Tzedek Legal Services www.bettzedek.org.

Agency #2. Center for Health Care Rights  provides legal assistance in the following areas of law: HMO's, Long Term Care Insurance, Medicare, Medicare Supplemental Health Insurance (or Medigap), and other senior health care issues. The Service provide free legal assistance to Los Angeles County residents with Medicare-related problems. Agency #3. Los Angeles County Bar Association Lawyer Referral and Information Service refers seniors to private attorneys in Estate Planning, Will Drafting, Planning For Long-Term Care, Durable Powers of Attorney for Financial Management and Healthcare, and Probate matters. Referrals to attorneys for one-half-hour consultations are free.  Legal fees are determined by the attorney, except for middle-income clients who qualify to receive $100-an-hour will preparation. Agency #4.  Legal Aid Foundation of Los Angeles provides free legal services to low-income persons in civil matters in the areas of homeowners' outreach and home equity fraud, government benefits, and evictions. Agency #5.  The Los Angeles Center for Law and Justice provides assistance with government benefit appeals, including Social Security, SSI, Medicare and MediCal. Services are free to low-income residents of East/Northeast Los Angeles who reside in the following ZIP codes: 90023, 90031, 90032, 90033, 90039, 90041, 90042, 90063, and 90065. Agency #6 The Los Angeles County Public Guardians Office serves as conservator of last resort and assists victims of fiduciary abuse or any other kinds of abuse. Agency #7. Los Angeles Regional Resource Center for Caregivers of Brain Impaired Adults provides legal assistance in the following areas: Durable Powers of Attorney, estate planning, long-term care, Medi-Cal, Medicare, and separation of assets. Agency #8. Mental Health Advocacy Services provides assistance to mentally or developmentally disabled clients in the following areas: Employment, government benefits, housing, patient's rights and public assistance. Agency #9. The Probate Department of the Los Angeles Superior Court provides general information on probate matters. Probate attorneys give advice to clients in person. There are no phone inquiries. The Probate Department is located in the Los Angeles Superior Court Building at 111 North Hill, Room 258, in downtown Los Angeles. Agency #10. San Fernando Valley Neighborhood Legal Services provides assistance in the following areas: MediCal, Medicare, in-home supportive services, housing, and other government benefits. Services are free to residences of San Fernando, Santa Clarita, Antelope Valley, Agoura, Sunland-Tujunga, La Crescenta, Lancaster, Glendale and Burbank who qualify under low-income guidelines. Agency #11. Disability Rights Legal Center provides legal assistance in the following areas of law: employment discrimination, government benefits, housing, physical and sensory accessibility, discrimination in public accommodations and against recipients of public moneys. Services are free to persons with physical and/or mental disability who have legal problems related to their disabilities.
